Union Budget 2025 – A positive step
The Union Budget 2025 has brought several promising reforms to strengthen India’s healthcare system, focusing on medical devices and the in vitro diagnostics industry. As India aims to become a global leader in healthcare, the Budget presents a strategic opportunity to address key challenges and unlock significant growth potential in local manufacturing, innovation, and healthcare accessibility.
National Manufacturing Mission–Boosting Make in India
One of the most significant announcements in Budget 2025 is the establishment of the National Manufacturing Mission. This mission is poised to catalyze the growth of the healthcare manufacturing sector, including medical devices, pharmaceuticals, and health tech products. By providing crucial policy support, execution roadmaps, and a governance framework for central ministries and states, the mission aims to further the Make in India initiative.
This new mission will encourage the growth of both large and small domestic manufacturers, reducing India’s reliance on imports. It also promotes the scaling of MSMEs (Micro, Small, and Medium Enterprises) in the healthcare space, boosting innovation and ensuring the availability of cost-effective healthcare solutions. As India strengthens its local manufacturing capacity, the medical devices and diagnostics industries will be better positioned to meet domestic and global demand, thus making India a competitive hub for healthcare manufacturing.
Key budgetary allocations for healthcare
The government has increased the healthcare allocation to ₹98,311 crore–an 11 percent rise from the previous year. A significant portion of this funding is directed toward healthcare infrastructure development, with a 40 percent increase for the PM-ABHIM healthcare scheme and a nearly 24 percent rise for the AB-PMJAY (Ayushman Bharat Pradhan Mantri Jan Arogya Yojana). These investments will improve access to quality healthcare nationwide, including in underserved areas.
Additionally, ₹2,445 crore has been earmarked for the Production-Linked Incentive (PLI) scheme, and ₹360 crore has been set aside to strengthen the Medical Device Industry Scheme. These allocations are designed to boost the growth of the medical devices sector, supporting the government’s vision to promote domestic manufacturing and reduce dependence on imports.
GST rationalization–A step toward affordability
The high Goods and Services Tax (GST) rates on diagnostic equipment and reagents are a major pain point for India’s diagnostics sector. Lowering the GST will significantly reduce the burden on manufacturers and healthcare providers, making diagnostic services more affordable for patients.
Incentivizing innovation–R&D in healthcare
Increased funding for research and development (R&D) is another key highlight of Budget 2025. The government has introduced a 300 percent tax rebate on R&D expenditures, a powerful incentive to encourage private sector investment in innovation. This move is particularly beneficial for medical technology companies working in the fields of molecular diagnostics, AI-powered diagnostic solutions, and point-of-care devices. As the IVD sector expands, India is poised to develop cutting-edge technologies that can address the country’s unique healthcare challenges.
Strengthening rural healthcare and diagnostics
The rural healthcare segment has faced significant challenges, particularly regarding access to diagnostic services. In Budget 2025, the government has made a concerted effort to address these gaps. By strengthening primary healthcare centers and enhancing diagnostic capabilities in rural areas, the Budget seeks to bridge the urban-rural divide in healthcare.
Initiatives such as creating mobile diagnostic units and telemedicine-linked diagnostic systems will ensure that even remote populations can access timely and accurate diagnostics. This focus on rural healthcare will contribute significantly to India’s goal of universal health coverage and ensure that all citizens, regardless of their location, benefit from high-quality healthcare services.
Digitization and data integration for improved diagnostics
Another necessary provision in Budget 2025 is the emphasis on digitization and integration within the healthcare ecosystem. The government is incentivizing the integration of diagnostic data with the National Digital Health Mission (NDHM), creating a unified, patient-centric healthcare system. This integration will streamline patient care and improve the accuracy and timeliness of clinical decision-making.
Furthermore, the push for data-driven diagnostics, using artificial intelligence (AI) and machine learning, will enable healthcare providers to offer more personalized care, improving health outcomes and optimizing the management of chronic diseases like diabetes and heart conditions.
The roadmap for India’s IVD Industry
The Union Budget 2025 presents a clear roadmap for the future of the Indian IVD industry. With significant allocations for healthcare infrastructure, fiscal incentives for local manufacturing, tax relief for diagnostics products, and a strong emphasis on R&D and innovation, the government has created an environment that fosters growth, affordability, and accessibility in the diagnostics sector.
These measures will empower India to strengthen its healthcare ecosystem and position it as a global leader in diagnostics and medical technology.
