J&K launches MedLeaPR across hospitals

In a significant move towards modernizing healthcare administration, the Health and Medical Education (H&ME) Department of Jammu and Kashmir has initiated the implementation of the Medico Legal Examination and Postmortem Report System (MedLeaPR) across hospitals in the region. This innovative software, developed by the National Informatics Centre (NIC), aims to digitalize and secure the process of creating and managing Medico-Legal Reports (MLRs) and Postmortem Reports (PMRs).

The H&ME Department has taken a crucial first step by appointing three Nodal Officers to oversee the effective implementation and training for the MedLeaPR project. Dr Javed Iqbal, Deputy Secretary of the H&ME Department, will lead the initiative. He will be supported by Dr Azia Manzoor Bhat, Assistant Professor in the Department of Forensic Medicine and Toxicology at GMC Anantnag, for the Kashmir division, and Dr Mohd Amjad Bhat from the Department of Forensic Medicine and Toxicology at GMC Udhampur, for the Jammu division.

The MedLeaPR system represents a significant leap forward from the traditional handwritten reports, which have long posed challenges due to illegibility, potentially impacting court proceedings, prosecution, and defense during trials. Officials emphasized that the new digital system will offer clear, accessible documentation, addressing these long-standing issues.

Key features of the MedLeaPR system include: Online reporting using five standardized formats, incorporation of graphical and pictorial representations, image drawing capabilities, integration of eSign for authentication. seamless integration with the Crime and Criminal Tracking Network and Systems (CCTNS).

Security is a paramount concern in the new system. Access is restricted to authorized users based on their roles and responsibilities within the healthcare system. The software employs a strong password policy, requiring users to change their passwords upon first login, with all passwords stored in encrypted form to ensure data protection.

The system also allows for flexibility in report creation. Examining doctors can enter, edit, and update records until they are finalized and converted to a read-only format, ensuring accuracy and completeness of the reports.

Officials from the H&ME Department expressed confidence that the structured approach to implementing MedLeaPR will significantly enhance the clarity and accessibility of medico-legal documentation across Jammu and Kashmir. This digital transformation is expected to streamline processes, improve efficiency, and strengthen the interface between the medical and legal systems in the region.

As the project unfolds, it marks a major step in J&K’s journey towards digital healthcare administration, promising to set new standards in medico-legal reporting and potentially serving as a model for other regions to follow.
