ICMR issues unified biorepository governance framework to strengthen biospecimen management across India

The Indian Council of Medical Research (ICMR) has released comprehensive guidelines to establish a harmonised governance framework for biorepositories across its institutes. The framework builds on the extensive network of biological specimens available nationwide and seeks to maximise their long‑term value for research and innovation.

The guidelines lay down a clear structure for establishing and managing biorepositories, with standardised procedures for the collection, processing, storage, documentation, and sharing of biospecimens. They emphasise robust quality systems, biosafety and biosecurity measures, sound data management practices, and strict ethical and regulatory compliance, while allowing flexibility to adapt to the specific types of specimens handled by each institute.

ICMR’s mandate is to create a uniform system for the use of biospecimen resources in India to support scientific discovery, innovation, and public health. The new biorepository guidelines align with this mandate by promoting systematic collection, preservation, and long‑term use of biospecimens for biomedical and public health research.

Key objectives of the framework include standardising processes through integrated information systems for the collection, storage, tracking, and use of biological materials across ICMR institutes. The guidelines also seek to ensure the availability of well‑characterised, high‑quality biospecimens for research, education, and product development.

In addition, the framework aims to build national capacity by strengthening expertise in biorepository planning, operations, and governance, including training of personnel and adoption of best practices. Overall, these guidelines represent an important step towards consolidating India’s biomedical research ecosystem through consistent, ethical, and high‑quality biospecimen management.
